[WAGON-474] Upgrade and revise all tests for Jetty 8

Description

All test code currently relies on Jetty 6 which is ten years old and not really represents today's servers and repository managers like Sonatype Nexus.

Tasks:

• Revise all code for Jetty 8.1 (last Java 1.6 version)
• Check for inconsistencies and errors
• Fix constant test failures on non-Windows platforms which are likely due to bad code
