[HBASE-9117] Remove HTablePool and all HConnection pooling related APIs

Description

The recommended way is now:

1. Create an HConnection: HConnectionManager.createConnection(...)
2. Create a light HTable: HConnection.getTable(...)
3. table.close()
4. connection.close()

All other API and pooling will be removed.
