OOo DEV300m39 windows version available today on mirrors, installs as Dev 3.0
instead of dev 3.1.

This is true for NSIS and MSI.

- Splashscreens in the installation also show 3.0
- Installation directory is named "OOo-dev 3.0 (en-US) Installation Files"

What happened here? Everything was already shifted to 3.1 in m36. And m38 is
also okay.

disappears.

Still true for DEV300m40, which also argues that my installed DEV300m36 is a
newer version which should be uninstalled.
