[YUNIKORN-565] Remove the WARN log when placeholderTimeout is not defined in taskGroups

Description

Currently, if the placeholderTimeoutInSeconds parameter is not set in the taskGroup, there will be a WARN message printed. That needs to be moved to DEBUG level.
