Remove spurious log from partition on app addition

    Description

      In the partition when an application gets added to the queue we currently always log a warning that we try to set the guaranteed and max resources if we add the application to a managed queue.

      Even if the application does not contain the tags we log the warning. The message is confusing. We used to only log if the tags were not empty and we tried to place in a managed queue. We should go back to that behaviour.
