Queue metrics turn negative when relabeling a node with running containers to default partition

    Description

      YARN-6467 changed queue metrics logic to only update certain metrics if it's for default partition. But if an app runs containers in a labeled node, then this node is moved to default partition, then the container is released, this container's resource won't increment queue's allocated resource, but will decrement.
