Description

The TestFairScheduler.NULL_UPDATE_REQUESTS field hides FairSchedulerTestBase.NULL_UPDATE_REQUESTS, which has the same value. The NULL_UPDATE_REQUESTS field should be removed from TestFairScheduler.

While you're at it, maybe also remove the unused import.
