Add security group support for OpenStack

      Description

      So we're currently special casing EC2 and using its security groups API. While I'm working on abstracting security group APIs in general up in jclouds, it'd make sense to do special-casing for OpenStack Nova here for now, since it'll be a while 'til the jclouds work is done.

          I think it's reasonable to have a special case here until it is supported in jclouds (do you have a reference to that BTW). +1 for the patch.

          Working patch - didn't make changes to FirewallManagerTest, though, since the tests are fairly EC2-specific but are testing idempotence.
