The sandbox notice files currently all look like this:

The second paragraph seems obviously redundant. Not sure what the third one is
supposed to convey. From recent discussions on legal-discuss, we have the
simple rule the the NOTICE files should only contain required attributions. Neither
the second nor the third paragraph qualifies. If I don't hear any disagreement, I'll
fix this.
