Description
When Twill start or stops runnables or application master, it waits for sometime to make sure that the container has started or stopped. On timeout it kills the program and retries.
Today this timeout is not configurable, but hard-coded to 60 seconds. It would be useful to have this wait time configurable, since if you are launching a lot of programs at the same time, a container may take more than 60 seconds to come up.
