[TS-3111] TS-2985 is not fixed on Centos 6.5

Description

When configuring with multiple ip-in:ip-out, traffic manager is binding on the specified ip/ports, but does not send anything to traffic_server.

Tested using:
Apache Traffic Server - traffic_server - 5.2.0 - (build # 9221 on Oct 2 2014 at 21:58:43)

I think https://issues.apache.org/jira/browse/TS-2985 is not fixed on Centos.

If I start just traffic_server, everything works fine.
