traffic_manager doesn't start traffic_server properly

    Description

      In some scenarios, in my case as a forward / tproxy server, traffic_manager does not successfully hand over the socket(s) to traffic_server. Both processes are started, but they are not communicating properly.

      I've tracked this down to commit a2584bf29cf0945a33c3bdd1c35c, I'm pretty confident it is the culprit. The commit before this does not have the problem.
