Description

Subversion can't do i18n conversion on Windows right now.  There's
been a long discussion about why; the problem is really at the apr-foo
level.  Brane's message here is a concise summary of the situation:

Note that Brane advocates supporting GNU libiconv right away, because
apr-iconv seemed so far from being working (at the time -- things may
be different now).
