Description

We should have a script for migrating from svnmerge.py metadata to mergeinfo. 
The Merge Tracking Functional Specification says that DannyB has some code along
these lines.

It is possible that we need two different types of scripts: one that just
translates the metadata at rHEAD of relevant paths using 'svn propset', and one
that goes deeper and translates historical merge metadata (as a dump filter).
