Build parameter to silence Changes.html generation error if SOLR Jira is not accessible

    Description

      In case the build is running behind firewall with no access to issues.apache.org, generation of Changes.html fails, failing the entire build.

      Supporting a -Dchanges.ignoreError parameter, that skips generation of html file upon network, would solve the issue.
