http://sling.apache.org/documentation/the-sling-engine/filters.html contains the following as an explanation for service.ranking:

Indication of where to place the filter in the filter chain. The higher the number the earlier in the filter chain. This value may span the whole range of integer values.

It seems the opposite is true (the lower the numer, the earlier in the filter chain).
