[REEF-862] YarnJobSubmissionClient doesn't return in Yarn environment

Description

In a particular Yarn environment, we noticed YarnJobSubmissionClient main program reached to the last line but didn't return to C# code that calls it. Test shows if leaves the program there for many hours it still never returns.

Both Driver and Evaluators are created and running properly based on the log message.

This issue doesn't happen on HDI cluster.
On the Yarn env for this test, it happens consistently.
