[PHOENIX-7171] Update Zookeeper to 3.8.3 when building with HBase 2.4+

Description

HBase has recently upgraded to ZK 3.8 on all active branhces.
Phoenix currently downgrades ZK to 3.5.7 in its dependencies and the shaded artifacts.

Find a way to avoid that

• Can we avoid explicitly depending on ZK, and taking the transitve dependency from HBase ?
• Does this work with Omid ? (exclude ZK from Omid dependency ?)
• Do the Curator versions in Omid an Phoenix work with ZK 3.8 ?
