[PHOENIX-7138] Import netty-bom to make sure all netty 4.1 modules share the same version

Description

Some Netty 4.1 artifact dependencies are coming via Omid, while some are coming via curator and zookeeper. (Curator was added in the HA patch)

This may cause problems.
We are probably going to have to dependency manage the netty4 version.
