[OPENJPA-1139] checkstyle results in velocity errors in build output

Description

The checkstyle plugin pulls in an older version of the plexus velocity plugin which generates extraneous messages like these :

Moving up to a newer velocity dependency removes much of this output (I'm specifically targetting the [ERROR] message with this fix ).
