Disable ASF Jenkins builds

    Description

      Currently we build with GitHub Actions and ASF Jenkins in parallel. In order to reduce resource usage and to reduce confusion due to potential contradicting outcomes (e.g. look at the build status for https://github.com/apache/jackrabbit-oak/commit/1294f240e38f69791978f4392a266a0b814c0195, ASF Jenkins failed, GHA succeeded) I would propose to disable all Jackrabbit Oak Jenkins Jobs
