Description

GitHub will stop support for Node 12 in actions soon as announced here:

https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/

Update actions in .github/workflows/build.yml to a more recent version that use Node 16.
