Azure compaction should persist gc.log to allow skipping compaction

    Description

      The behavior implemented in OAK-10978 works only for repositories which are migrated to Azure and already have a gc.log. The purpose of this issue is to add the gc.log after each compaction cycle.

      Moreover, when compaction is skipped, the target container should be deleted, in order not to leave behind empty containers.
