[OAK-10978] Skip Azure compaction when there's not enough garbage in the repository

Description

We can have a simple estimation based on current repository size vs. last repository size (if available in gc.log) as online compaction is doing and skip compaction if the garbage in the repository is below a certain threshold (e.g. 1 GB) or a certain percentage (e.g. 10%).
