[MSITE-684] disable reportPlugins configuration in POM

Description

reportPlugins is necessary only for internal purpose, but not ready for end-users

in MSITE-647, we already improved the documentation about this

but it would be even better if we simply don't allow its use, and only keep it pure internal (like "reports" is the Maven 2 equivalent for a long time: kept internal, only m-site-p developers know about it, not end-users, nothing in POM configuration)

since we already talked a lot about this, we'll need to keep documentation on it to explain the change
