[MNG-5463] warn if maven-site-plugin's reportPlugins is configured in POM

Description

reportPlugins is finally not ready for end-users: documented as "don't use" in MSITE-647

in MSITE-684, the plugin parameter even disappeared from generated goals documentation

but because of MNG-5001, the parameter can still be used: nothing will help users discover that they should go back to classical configuration

without waiting for the generic MNG-5001, adding a warning will help people discover and fix the issue
