Description

I encountered a failure of location_assignment-itest with the following errors:

Failed
Bad status: Timed out: ListTabletServers RPC failed: ListTabletServers RPC to 127.0.22.190:34129 timed out after 15.000s (SENT)
/data/1/hao/kudu/src/kudu/integration-tests/location_assignment-itest.cc:217: Failure
Expected: StartCluster() doesn't generate new fatal failures in the current thread.
  Actual: it does.
