Restructure build.gradle to configure publishing last

    Description

      Recently we had to downgrade the ShadowJavaPlugin because it produces incorrect results when publishing is configured before the actual archive is configured. We can upgrade to the latest version of the ShadowJavaPlugin if we restructure our build file slightly.

      There is an upstream issue for this order-sensitivity: https://github.com/Goooler/shadow/issues/106 but we can work around it by implementing this ticket.
