Downgrade ShadowJavaPlugin to 8.1.3 to avoid publishing classifier bug

    Description

      The ShadowJavaPlugin version 8.1.7 has a problem emitting the correct classifier for the kafka-clients jar. We have observed that 8.1.3 does not have this problem.
