Description

Issue detected by SpotBugs. Specifically the warning reported is:

H I DM_DEFAULT_ENCODING Dm: Found reliance on default encoding in org.apache.ignite.internal.sql.engine.exec.exp.IgniteSqlFunctions.octetLength(String): String.getBytes()  At IgniteSqlFunctions.java:[line 133]

It looks like a potential bug if system default encoding will be something exotic.

Investigate whenever this is a false-positive and we should suppress it, or make a proper fix.

At the result of investigation corresponding TODO should be removed in spotbugs-excludes.xml
