[HOP-4082] Get rid of empty "Settings" tab or fill it

Description

The "Settings" tab of the dialog opened up by clicking "Workflow properties" is empty. It should either be filled or removed.

(Note: in Spoon, here a checkbox for passing the batch-ID of the running job is contained, which we heavily relied on when logging Spoon jobs to a DB table.)
