[HIVE-23614] Always pass HiveConfig to removeTempOrDuplicateFiles

Description

As part of HIVE-23354, we check the provided HiveConf for speculative execution and throw an error if it is enabled. There is one path that did not previously provide a HiveConf value which shows up in test failures in runtime_skewjoin_mapjoin_spark.q, skewjoin.q and skewjoin_onesideskew.q (which we do not run as part of pre-commit tests) or at least not through TestCliDriver.
