MiniDFS clusters failing to come up, "timeout can't be negative"

    Description

      All attempts to bring up minidfs clusters are failing in java.io.IOException: Failed on local exception: java.io.IOException: Couldn't set up IO streams: java.lang.IllegalArgumentException: timeout can't be negative;

      HADOOP-12672 just altered this code; assuming its the cause and rolling back.
