Description

HDFS-8388 added one new metric NNStartedTimeInMillis to get NN start time in milliseconds.

Now based on Haohui Mai and [~ajisakaa] suggestions now we should deprecate NameNodeMXBean#getNNStarted in branch2 and remove from trunk.
