The cpLock was introduced in HDFS-7097. Among all operations allowed on SbNN, some acquire this lock (e.g. restoreFailedStorage) and some do not, including metasave, refreshNodes, setSafeMode.
We should enhance the documentation around cpLock to explain the above. Also, maybe metasave and refreshNodes do not need fsn write lock?
