[Multi-Tenant] Bucket owner should be set to the user principal when creating bucket through aws s3api

    Description

      Currently the bucket owner is always s3g when creating a bucket via aws s3api (through S3 Gateway), need to patch OM to set the default owner to the user principal instead if the accessId belongs to a tenant.
