Add Throttle to Per Column Family Metrics

    Description

      Currently, there is no way to throttle per-CF metrics. This can make the Metrics Reporting unweildy in a multi-tenant scenario where you can have 100s of tables. Need a way allow the user to filter what CFs are reported or disable if need be.
