This test was added by HBASE-14108 in September syuanjiang Mind taking a look? Hope you don't mind me assigning it to you to take a look.

If I do below...

... it reports TestProcedureAdmin as reporting it started but there is no corresponding loggiing of end-of-test.

If I look in the output for the above test run, I see all this spew:

Maybe it is something else. Would be good to clean up hanging tests.
