This test run was incomplete: https://builds.apache.org/job/HBase-Trunk_matrix/jdk=latest1.8,label=Hadoop/443/
If I do below...
kalashnikov:hbase.git.commit stack$ python ./dev-support/findHangingTests.py https://builds.apache.org/job/HBase-Trunk_matrix/jdk=latest1.8,label=Hadoop/443/consoleText
Fetching https://builds.apache.org/job/HBase-Trunk_matrix/jdk=latest1.8,label=Hadoop/443/consoleText
Building remotely on H4 (Mapreduce zookeeper Hadoop Pig falcon Hdfs) in workspace /home/jenkins/jenkins-slave/workspace/HBase-Trunk_matrix/jdk/latest1.8/label/Hadoop
Printing hanging tests
Hanging test : org.apache.hadoop.hbase.master.procedure.TestProcedureAdmin
Printing Failing tests
... it reports TestProcedureAdmin as reporting it started but there is no corresponding loggiing of end-of-test.
If I look in the output for the above test run, I see all this spew:
about...

That look right to you?
Maybe it is something else. Would be good to clean up hanging tests.
