chukwa watchdog does not monitor the system correctly

    Description

      watchdog depends on environment variables to locate pid files correctly. Due to the recent path enhancement for build.xml, watchdog needs to be updated with the correct CHUKWA_LOG_DIR and CHUKWA_CONF_DIR at build time.
