Add apache/flink-training release to docs about creating a Flink release

    Description

      We have links in the Flink docs (see FLINK-32096) that refer to apache/flink-training. These are broken after a Flink release. Some steps are necessary to make them work again.

      We should make these steps being part of the Flink Release Creation docs to avoid having broken links.
