Description

Renovate Bot proposed upgrading Flyway from 6.5.7 -> 7.0.0 (latest) in https://github.com/apache/fineract/pull/1355, but that didn't quite work automatically... ptuomola discussed why on that PR, and I just dug in a little more to understand exactly why, and will try to fix it with a follow-up manual PR.

We can use this issue to track other Flyway 7 upgrade related matters (and have release notes for it).
