[FELIX-6527] Maven Felix plugin broken when supportIncrementalBuild is false

Description

The plugin fails all the time after the manifest has been generated on the first run. The incremental data directory is not created when supportIncrementalBuild is false but the plugin nevertheless checks its last modification date [1].
