Per FELIX-218:

>This patch converts instruction keys beginning with '_' to start with '-' instead.
Also adds call to process include directive (requires following patch to BND)

But the documentation still reads:

>Directives - Any instruction starting with a '-' character is considered to be a directive that informs BND to perform some special processing and is not copied to the manifest.

With no mention of the _ patch.
