[FELIX-2411] Update legal files to comply with ASF standards

Description

As proposed by Richard Hall on the devlist thread "NOTICE/DEPENDENCIES files for Felix subproject releases" [1], the legal files should be adapted to the way ASF actually requires their handling.

A short term solution proposed by Richard is to create a new DEPENDENCIES file, which contains all 3rd party references, which are not legally required to be listed in the NOTICE file.

Another option besides using manual maintenance of the files is to use the Maven Remote Resources plugin, which is also preconfigured in the latest Apache Parent POM.
