[CALCITE-354] Change maven groupId to "org.apache.optiq"

Description

Maven groupId for all components is currently "net.hydromatic.optiq", and needs to be changed to "org.apache.optiq" before we can deploy releases or snapshots to Apache nexus (see OPTIQ-351).

Change version number to "0.9.0-incubating-SNAPSHOT" ("incubating" is necessary per Apache, and the ".0" patch version buys us a bit of time before we need to hit 1.0.

Rename "optiq-parent" module to "optiq".

This change does not affect the java package names; see OPTIQ-296.
