[AMQ-5826] activemq browse shows limit messages

Description

In my case, there are 20,000 messages in queue:Monitor. I found if I use "activemq browse --amqurl tcp://localhost:61616 Monitor", it only shows 400 messages. However, in the website, it says that by using this command, it will show all the messages in the queue.
