[AMBARI-8866] Jasper dependencies cause AMS webapp start failure

Description

Based on when the following dependencies get loaded, AMS collectors fail to come up with exception trace provided.

[root@ams-collector2-1 ambari-metrics-collector]# ls -l jasper-*
-rw-r--r--. 1 root root 408133 Dec 18 22:45 jasper-compiler-5.5.23.jar
-rw-r--r--. 1 root root  76844 Dec 18 22:45 jasper-runtime-5.5.23.jar

Exception:

java.lang.NoSuchFieldError: IS_SECURITY_ENABLED
        at org.apache.jasper.compiler.JspRuntimeContext.<init>(JspRuntimeContext.java:197)

Collector starts one the jars are removed.

Note: It seems lot of the test scope jar are being pulled into the collector rpm.
