    Description

      Update to latest stable maven plugins, and Apache parent POM.
      Ensure no SNAPSHOT dependencies are required for the release build.
      Test staging for release with the maven-release-plugin.
      Clean up and simplify the pom.xml files if possible, to ensure a more stable build.
