Description

SOLR-15910 upgrades the semver library and Solr tests found that semver4j has issues with some Locales. I don't see an easy way to address this in Solr - so fixing upstream: https://github.com/semver4j/semver4j/pull/85

Once fixed upstream this should be a simple library upgrade. In the meantime I will annotate the test awaits fix or limit the locales.
