[FLINK-28735] Deprecate host/web-ui-port parameter of jobmanager.sh

Description

If we fix FLINK-28733 we could while we're at it deprecate these 2 parameters, since you can then also control them via dynamic properties.

This would also subsume FLINK-21038.
